I am surpised that your organization doesnt have one already...but perhaps you can lead them in the direction they need to go by providing them information on how they can contact to appropriate organization who can help them...or pass them to your supervisor...

Say if they are nasty, swearing, using racist remarks, what script would you use to professional handle the call?

Professional script would dictate that you pass off this customer to your supervisor or manager. Customer care reps shouldn't deal with an irate customer who has plainly lost decency. Good luck!
